The AFRAM staff provided engineering services for preliminary concept design for a sanitary sewer system installation to support a community of 1,072 military housing units, a youth center, medical clinic, shoppette with gasoline pumps, chapel, auxiliary fire station and elementary school. The community is relocated on property bounded on the north by Scott Air Force Base and the Norfolk Southern Railroad; on the west by Illinois Highway 158; on the south by farmland; and on the east by old Illinois Highway 158. This property area consisted of approximately 320 acres for development. Design concepts included layout of main collectors and force main from the new housing site to the Scott Air Force Base wastewater (sewage) treatment plant. Conceptual considerations also included loadings during transition from existing to new Cardinal Creek Village; location and size of lift stations; and interface with the existing treatment plant facilities. Design included interface with geotechnical investigations and property surveying. The project included a lift station and approximately 10,000 lineal feet of force main. During concept design, an option to install a portion of the project concurrently with other work being performed for another project was presented. Implementation of this option resulted in nearly $200,000 of cost savings for the project.
